I was having this exact same issue. This really helped me out with my Gun4IR Guncon2 setup. Thank you! I am also having stuttering issues and I am on a MAME 0.272 non-merged romset. I tried 0.281 and was more of the same. I'm going to try some older versions and see what happens. I did see major improvements turning OFF "Throttle" in CarnEvil System settings > Advance Options in MAME. Hopefully hopefully tinkering around some more I can refine it.
