Sorry for the long silence.. I dedicated some time to this problem today..
Anyway - I finally resolved this tonight, TLDR; the problem is with rogue Explorer Shell Extensions.
Download ShellExView https://www.nirsoft.net/utils/shexview.html and disable all third party extensions (you can hide Windows ones from the list) and reboot. Now open a file picker in LaunchBox, it should not crash.
If this solves the issue, re-enable the 3rd party extensions (one by one, or in batches) and reboot and try again. repeat the process until you narrow down the culprit. Once you have, you have options,
Keep the extension(s) disabled
Uninstall the software that added the extension(s)
see if there is an update for the offending software
The issue is nothing to do with LaunchBox, but how some 3rd party extensions interact with .Net
