Quick addendum. I backed up and removed the AddtoGamesDB from the plugin folder and it now Launchbox loads without issue.

Updated to 13.19 and now crashes BinaryFormatter serialization and deserialization have been removed. See https://aka.ms/binaryformatter for more information.
