OK, this was totally user error. Posting here in case someone else makes the same mistake I did. Last night I was setting up SCUMMVM to work in Launchbox. I had added the Space Quest 2 VGA fan remake to Launchbox, which was located in "C:\\ProgramFiles". Somehow importing this one game changed the SCUMMVM platform to start searching for games in "C:\\ProgramFiles" and when it hit the "WindowsApp" folder, it wasn't able to scan it since Windows 11 blocks permissions to that folder completely. Moving the offending game into the SCUMMVM folder in my Launchbox folder and resetting SCUMMVM to only scan for titles in my Launchbox folder fixed the issues.
