I'm at work can't verify, but I believe Demul does use DX11 as its renderer. In that case, yes you need DX11 installed. You can find that on microsoft's website most likely (Or maybe Windows update, if you have Windows10)

Make sure you have the appropriate bios files. 2 required for Dreamcast. (flash and bios/boot)
