How to use a NIB in Vice?

hi i have got some Commodore - 64 (PP) roms they seem to be in nib format how do i convert them to play in vice i have look around and found a original mnib package but everytime i try and open it up windows defender says malware or it says cannot run on windows 10 64 bit , thanks for your advice
