Blackbox Black Screen (with noise) after screen change

So after setting up my machine on my main monitor as i want it ive just transferred to my arcade cabinet and everything loads fine eg windows, the startup video but when it goes into black box it goes black and i can hear the videos playing.

 

Basically as its a resolution change (from 2560x1600) to a 720p screen i can only assume i need to smoehow tell it to change resolution inside a ini file maybe?

 

Odd thing is ive done this countless times on windows 7 from either display and its always been fine, I can only assume this is a windows 10 thing.

 

Can anyone tell me how i tell it to change the resolution or fix the black screen issue ?

so this may help anyone else ive realised this is related to another issue ive had with a slight difference which ill explain in my other post - may be worth leaving this thread open for search purposes as its still describes the issue i had.
