Any way to convert Philips CDI cdi files into CHD or BIN/Cue

I am trying to get Laser Lords.cdi to be playable on Mess but it won't load properly. I am trying to get this converted into a CHD or the cue.bin file. Does anyone know the process for this>?

I don't know if there are any tool to convert CDI to CHD.

CHDMAN can convert GDI to CHD but not CDI.
