Need help with wheel

Hi so I've dived into creating my own theme after trying to get that just right feeling from all the amazing ones on here, and not finding it. 

The problem I am having is trying to get the wheel evenly spaced at the top and bottom the gaps increase? 

Also how to make the selected item at the top of the list not the middle. 

Any help appreciated, will post some screens later when back at pc.
