Cant Launch: Stuck "INITIALIZING" then times out

I know Im not the only one to have this issue but was hoping there was a fix. I downloaded/installed today (windows 8.1) including the framwork 4.8. I am able to install but once I run the program it stalls out on Initializing and eventually force quits.
