Doubt about the field "Region"

A small doubt about the Region field. Is it the region of the ROM or is it another type of region? Because when I search a game again to update the information, the Region field changes without change the ROM.

For example: Chibi-Robot for GameCube.

This is the information after importing the game. The Region is Europe (I think is the Region of the ROM)

I click on the ID field to search it again:

And the region changes to "North America".
