How would i make sure the USB HID remains locked, for controllers ( ? )

Hi there, Great day to you,

How would i make sure the USB HID remains locked, for all controllers ( ? )

( despite connecting / reconnecting possibly randomly )

So all controllers remain set, for all games, in RetroArch - and others ( like mouses for mouse games and kbd for kbd games and joysticks for joystick games )
