I think I found a solution here: In Steam Big Picture go to Settings -> In Game and disable "Scale Steam Overlay text and icons to match monitor settings". That did it for me.

Thanks for posting this. I have exactly the same issue. Since yesterday Steam Big Picture keeps restarting in the background while Big Box is running. Very annoying.
