I can confirm that rolling back to version 13.21 produces a working Launchbox running from an SMB share. I rolled back to version 13.21 and Launchbox fired right up.

Same issue here. When trying to run from a mapped drive on my NAS, the launcher never starts, there are no entries logged, and the splash screen never appears. Literally, nothing happens when Launchbox.exe is opened.
