you have to open the first disk on the hdd1 and have the second disk open on hdd2 in order for the game to run for neko project II emulator. In retroarch though, you have to have both CDs unpacked and have them in the same directory...in order for the game to run (it worked that way for me) I had one still in a zip and I tried running the game from the first disk and it wouldn't run, but after unpacking the other rom's disk, it ran.
