Is there some sort of style guide I can take a look at on how to format titles?

Also, is there a way to add links/notes to submissions to help moderators?

Alex and Jason are still working on adding more functionality to the Database, but currently there isn't an effective way to communicate to moderators except for the forums or the discord server.
