no rating count in filters

I'd like to create a playlist that is like:

community rating is greater than 4 stars

and

# of ratings is greater than 20

 

It seems I can choose 'rating' now as a filter, which filters on community rating, not my rating, which is already confusing, but that's another issue.. The problem is that there are many games with high ratings like 5.0, but done by 1 person, and I'd like to ignore those.
