Trying to get Rretroarch to run full speed over Steam Remote Play

I have been trying to get Retroarch working through Steam Remote Play for days now, I have read every forum post and watched every video I could find. How I have my whole thing set up is:

Host Machine (AMD 5700XT, Intel Core i5-9400f, 32GB GDDR4 Ram, Windows 10) ----> Ethernet-Router-Ethernet----> Raspberry Pi 4 (4Gb Ram model, Rasbian, Xone for controller support).

Now I start Steam Remote Play enter Big Picture Mode open Big Box, since that is the front end for all my emulators, and open ANY game that uses Retroarch and it plays at 1/2 speed. Settings I've tried changing:

  1. Every Single Driver
  2. Full Screen Mode
  3. Windowed Full Screen Mode
  4. Screen Resolution
  5. V-Sync ON/OFF
  6. Turning on 2x Fast Forward (No FF Happens in Game)
  7. Switch Refresh Rate Automatically (All Settings)
  8. Threaded Video On/OFF
  9. Changing the Refresh Rate between 30/60/144hz

The only thing I have found is that regardless of the settings it always runs at 30fps and not 60. I originally though it was a v-sync issue but that being of and everything else proved that isn't the case. Also why I thought turning 2x Fast Forward on would help.

ALL other emulators outside of Retroarch play full speed.

PLEASE if someone could help me so I can finally just play retro games with my roommates in the living room that would be awesome.
