mame pac-man pausing/stuttering

using mame 251 on an external drive (USB 3) i7 pc 32 g ram and nvidia ati 150. pac man stutters and pauses. havent noticed it on any other games. well ms pacman and super pac man are doing it too. happens when running mame alone or via launchbox.
