Help - LED Blinky NEVER loads/runs animation on first game

Title pretty much states my issue...it doesnt matter what emulator I am running, MAME, CPS2, NES it never runs on the first game. For example...

If I run 10 yard fight (MAME) all my lights on my control panel just turn off. The game runs fine, buttons still work etc...no issue what-so-ever playing the game. If I exit LB (my FE) I get the error like "Game / parameter"...which yeah I know means it couldnt locate the rom name thus couldnt load the button coloration

 

Now what is weird is say I start up LB, 10 yard fight, no colors light up (same as above), but instead of exiting out/closing my FE I just exit 10 yard fight taking me back to the MAME menu, then load say '88 Games the right buttons light up no problem. If I exit out of that game then I go back to 10 yard fight...bam the right lights come on. No clue what is going on and definitely looking for any ideas or help
