Retroarch controller configuration is messed up so I have to press the button to go up multiple times for it to work

I am playing snes games on keyboard and I can go down left and right just fine using the arrow keys on my keyboard but I cant go up properly I have to mash the up arrow for it to work. I have tried reconfiguring the controls a few times but I don't know what else to do I'm not that familiar with retroarch
