LEDBlinky Inconsistent Number of Frames

So I'm having trouble animating in LEDBlinky.  Most of the time, a color transition says it required 25 frames to complete.  Sometimes it says 13, other times it says 5.  This makes it really difficult to make a smooth animation.  I've gotten around it by picking the trouble color first and then just adding frames.  This wont work however if I have more than one color being inconsistent at a time.  How do I make it be consistent?
