Is there a setting in BB that tells it to display fanart when it is missing video? I've been thru the settings and I can't find anything (v13.24)

I'm working on a theme and am using a user defined video if game is missing video. NO WHERE in the theme do I use fanart, but yet is is displaying fanart if the game doesn't have a video
