Game Controllers automatically turns on

Enable Game Controllers automatically turns on nearly every time I open launchbox. I have no idea what causes this to happen. It causes my mouse/cursor to float uncontrollably. I end up forcing LB closed and manually editing settings.xml. Re-installing/upgrading LB doesn't help. I did a completely new build on another drive and this still happens.

I will never want to use a controller in LB. Is there some way to remove this feature? Why won't the setting stay off? What am I doing wrong?

This is a bug that persists even in the current release of LB/BB (13.26).    Its pretty nasty, I'm not sure why its not getting more attention.
