That looks like C64 dreams.
So that means your games are being run in retroarch.

To turn off bezels (overlays) in RetroArch
. o to Settings > On-Screen Display > On-Screen Overlay and toggle Display Overlay to OFF. To make this permanent, save the configuration by navigating to Main Menu > Configuration File > Save Current Configuration. 
Steps to Disable Bezels:
  • Temporary Disable (In-Game): Open the RetroArch Quick Menu (usually F1 or hotkey), go to On-Screen Overlay, and set Display Overlay to Off.
  • Permanent Disable (Global): Go to Settings > On-Screen Display > On-Screen Overlay and turn off Display Overlay. Then, go to Main Menu > Configuration File > Save Current Configuration.
  • Core/Game Specific: Use Overrides in the Quick Menu to save settings for specific systems or games, rather than globally
