Unable to add new games

Had an error come up for the first time trying to add new games. getting this message; 

Unable to search the local database. Please try reinstalling LaunchBox or report this issue.

Could not load file or assembly 'D:\LaunchBox\Core\Microsoft.Extensions.Caching.Memory.dll'. An Application Control policy has blocked this file. (0x800711C7)

Has anyone encountered this, and if so do you have any way to fix the issue.  I have already reinstalled 13.27 and it does not correct the issue.

As of May 31st,  I am able to search the Metadata for adding new titles.  Just updated the latest metadata and things are working properly once again.
