Installed Steam game not available for import

The Steam import feature will not recognize any Steam game that I have installed, only the non-installed ones.  If I install a game that appears in that list, it will no longer show in the import list, even after I uninstall it.  I have clicked on Import Duplicates and deleted the blacklist file to no avail.  Any ideas?
