I'm also experiencing this issue. Mine seems to have cropped up after updating to the 10.x releases. I've tried reverting to previous 10.x releases, but the problem persists. Also, no log is written to the Logs directory, so I'm kinda at a loss as to where to look to troubleshoot. Hopefully I'm just missing something simple. Thanks!
