The developer says to change screen scaling but i dont know how. can someone help?

Its your windows display scaling, right click a empty space on your desktop and choose display, under scaling change it to 100%

it is at 100% which is what the dev said it should be but it still doesnt fix it

What resolution are you running at? This theme was designed for 1080p so if yours is different that will be the issue, there are a couple of other versions on the download page for 1280x720 and 1280x800, but if you are using a resolution that isnt any of those 3 its not going to display correctly.
