Help with PCSX2

This is all I could find looking around, it didn't work for me but I don't have a (Spain) roms to test.

In PCsx2 select CDVD > No Disk then System > Boot CDVD (full). This will bring you to the PS2 consul menu, you can set the consul language there. Then select the rom and try to load and use Boot CDVD (full)

If it's working correctly when you launch from PCSX2 directly, it might just be an issue with the command line option in your emulator settings in LB.  Check your emulator configuration and make sure the following is listed for the command line:

--nogui --fullscreen --fullboot

If I remember correctly most multi-language games prefer fullboot, but some might require the fast boot process instead.  So, if you use the above command line and it doesn't work, try removing the --fullboot so that it reverts to using the normal fast boot process (there is no command line needed for fastboot, if you remove the fullboot command line it should use fastboot by default I believe).  Hopefully it's as simple as that :)
