Set up error: Sending Request

I am trying to download LaunchBox for my old Win7 computer, but after I run the setup program it asks me to download this:

Download dependencies:
      Visual C++ 2015 Redistributable
      .NET Framework 4.8
      .NET Core 3.1.6

I tell it to download them, but then an error occurs:

Error sending request

I recently formatted the machine and installed windows and everything from scratch, so I am not sure if I have to download those programs/drivers directly from windows website or something. Plz help, as I would like to have my son use this machines to play emulators

If the installer is failing to install them, then you can go directly to microsoft and download them.
