Files to make a custom fork of the Default theme?

Hello,  I am looking for the files for the default theme or instructions on how I can shift the files into the community theme maker.

I run big box on my   480i CRT TV and I would just like to scale the text elements so they are legible.

Assuming this is for Big Box the default theme files can be found in \\LaunchBox\Themes\Default. You will want to copy this folder to a new one before making alterations as Default folder gets overwritten on startup. You can't load the theme into CTC because it wasn't made with it and has many features that the CTC doesn't currently support.
