retroarch and steam incompatibility with controller

I'm having a problem where, when I open Steam, I can't play on Retroarch through launchbox, the controls take about 1 minute on average to be recognized by Retroarch, when I close Steam and restart, the problem is fixed, has anyone already experienced it? that's why? Do you know if there is a way to solve it with some configuration, on Steam or elsewhere?

With you controller on and  connect open Steam client. In the menu go to Settings > Controller. On that page go to Desktop Layout and then press edit. Then in that Window disable Steam Input. Save and close. Should be what you're looking for.
