Wireless Xbox Controller Double Tapping in BB

Fresh install of Windows and BB. When in BB the Dpad and the stick do double inputs. So if I want to scroll games, for instance, it goes up and down two at a time. 

I googled and found a thread here but it's from 2021 and it mentions options in Steam that don't seem to exist anymore. 

 

Has anyone here had this problem and maybe found a resolution?
