adding static splash screen on game start?

hey all,

i'm trying to make this new miniPC box i'm building as idiot proof as possible, it's for my cousin, he's an idiot 😀

is it possible to have a "splash screen" come up at game start and hang until the user presses a button?

i'm trying to splash screens for those emulators that have little tricks to them or emulators that have specifics only to them
