Quick fix for you.

 

I'm using the same template as you are.  Wheel Template.zip

I use the platform image just as the base for my background.  I then add the background I want as another layer on top. Resize to fit, then fuzzy select the platform image to get the outline. Then I cut and paste as a new layer.
