I had to create the command line reicast_libretro.dll .... after that the retroarch is working! As a side note though I highly recommend against using the Reicast core, Demul is a much better Dreamcast emulator along with NullDC if your system isn't powerful enough to run Demul. I had a lot of problems with Demul, Null, I have not tested ... but I'm going to test Retroarch ... if it does not work, I'm going to test Demul.
