Joystick numbers changing

Does anyone know why my joystick numbers are constantly different each time i startup bigbox and enter a game? This is very aggravating to have to remap controls all the time. Is there a fix?

Something to do with how windows detects controllers. Like, it can't just remember which one was in which spot, unless it stays plugged in all the time.  The actual reason is more technical than that, but that's what's I remember reading.
