Hi

If I launch a game (NeoGeo,Mame,Cps1) from within RetroArch the sound is scratchy/like it is under heavy cpu load  . If I launch the same game directly from the emulator (NeoGeo Mame,Cps1) the sound is fine. I just loaded RetroArch  version 1.7.0 have tried to change all the audio drivers from within retroarch/Driver/Audio Driver still poor sound i am running launchbox and retroarch on a new laptop corei7 7th gen with windows 10. the audio is fine with the same setup on my desktop machine 

any help with this would be great

Open Retroarch then Load Core, load the core you want to test out, Load Content and navigate to a game file for the core you want to test.

General rule is to always test your emulators outside of Launchbox to make sure there are no issues with it, it makes troubleshooting much easier.

Ok, since you said this was a laptop check the power settings of the laptop and make sure it is set to the performance profile. My first guess is that your laptop is throttling the CPU speed and that is causing Retroarch performance issues.

Also turn on the frames per second display in Retroarch and see if your games are running below 60 fps when you encounter these sound issues.
