What version of Windows are you running? Are you running any anti-virus or anti-malware apps?

windows 10 i have disabled everything still no

Hmm, maybe try downloading again? Perhaps it was a corrupt download. That's the only thing left that it could really be, if you're running Windows 10 64-bit. Is it the setup EXE file that gives you that error?
