Rocketlauncher Bezel Defaults with Duckstation

It's been awhile since using RL but wanted to be able to use per-game bezels for PSX games. The libretro core swanstation does not run as good as duckstation @1080p upscaling which is why I switched. I converted all the RetroArch PSX bezels to Rocketlauncher format. (bezel.ini - bezel.png). I also added a blank bezel so I can enable/disable the bezel with a hotkey in Rocketlauncher. (next bezel). It works fine... but starting any game it just randomly chooses the bezel. I would like the game bezel to be displayed every time as default.  (80 percent of the time the blank bezel loads...) Anyone know of a way to set a default?

Each bezel is in it's own game folder as follows - 

Tekken 3 (USA)
-bezel.png
-bezel.ini
-bezel_blank.png
-bezel_blank.ini

Thanks for the response, but the issue is I already have 2 bezels for each game... a blank one and the game specific one. When running the game RL randomly chooses which bezel to display. I would like the game bezel to be displayed everytime but that is not the case. It's not a huge deal as I have setup a hotkey to change to the 'next bezel'. If there is a way to set a default to be displayed then great, if not then I will have to simply cycle to the next bezel.

That's it... RL creates the game folder with the file bezel.ini. The game specific bezels comes up as 'Initial_Bezel_Index=1'
I copied all game folders and emptied them out to Rocketlauncher/Settings/Sony Playstation. Then mass copy the bezel.ini file to each folder... working great now, game loads with the bezel everytime now. Thanks for the tip!
