You might try using the MAME emulator instead.  You might have a better chance of finding help for that (instead of the NEOGEO CDZ emulator).

There's a link in the other topic you posted in on how to set it up.

When he says "Mess", change that to "MAME".
When he says "mess64.exe", change that to "mame.exe"

 

Another alternative is to use RetroArch and their neogeocd core.

 

I don't emulate NeoGeo CD myself, but am confident both of those are viable working options in which you'd be more apt to find support for.  And with minimal research, should "just work".
