Joypad mapping

For emulation in windows. I use dual shock 4 with input mapper. When I map controls (ex. Mame) they get assigned a joy #. But after a couple reboots, the joy number is changed so I have to remap again. Wondering if anyone here can help me

I use Xbox360 gamepads and Xinput arcade sticks with a controller mapping ini file in Mame that automatically maps the buttons to what you would expect them to be.

Is the PS4 controller treated as a XInput device? If it is I could share the ini file that maps the buttons perfectly for most popular arcade systems (Neo Geo games, Capcom CPS1-3, Tekken, Killer Instinct, Mortal Kombat, etc.).
