I install my emulators in the right folder as it says to do in the right place and when I go to locate them, it cant find the file to run it. It just shows an empty folder but I clearly can find and run the emulator manually, just cant set the path as nothing but an empty folder shows up.

Is the choose application window try changing the file type box to All Files (*.*) and see if that helps.

Yeah, it could also be that the emulator is zipped and launchbox will be looking for a .exe.

Since I have you captive ... do you recommend higan over snes9x? My goal is accurate emulation. Running a Powerspec 1710 laptop with an i7-7700HQ with 16 gb ddr4.

Higan needs a high clocked cpu, I'm guessing as that is a laptop chip its lower clocked than the desktop equivalent, you can try it and see. If its too slow try the bsnes balanced or bsnes performance cores.
