Screen Tearing

Using Retroarch for emulator happens on all cores

My monitor is a 4K Asus, the HDMI port I use for my PC is only 30 so likely the root cause

When I leave the resolution in Windows to full 4K I get bad screen tearing in retro arch, when I change windows resolution to 1080p it stops

Is this normal should I always run windows in 1080p if the HDMI on monitor only supports 30hrtz

Yeah, if you can only get 4K 30 then stick to 1080p 60. The vast majority of systems you are emulating are 60 so running them at 30 is a no go. Also i would check your HDMI cable and the port on your PC you are connecting it to, you can not use any bog standard HDMI cable for 4K 60, and the display output from the PC/GPU also has to support HDMI 2.0 for 4K 60. So you may only be seeing the 30 option as you dont have the correct HDMI cable.
