Xbox Pad Acting as Mouse

Im not sure the mixup, but for some reason all the sudden, when I load LB, my xbox pad is acting as a mouse (analog controls the pointer / B button acts as right click / etc)
Any help on what can be causing this?
BTW, I dont have Steam installed as thats the answer Im finding everywhere online

Tools > Options there is a Game Controller (and Mappings under it) for enabling Game controllers in the LB interface. If that is enabled for that controller by default left stick will make the mouse work the way you're describing.
