Phew, good to hear you are up and running now.

I suggest that you keep Windows up to date and yes that can occasionally break things but as you see not updating can break things also.

That was actually the very first thing I tried, but Windows Update told me I was already up to date, so I dismissed it as the problem.  I even checked Services to ensure it was actually running.  Freaking Windows, man.

yeah it said that there were no updates because that build stop getting updates in July

I had this problem then I realised my copy of windows 7 wasnt activated and installation was blocked. I activated it and Net installed

I have the same trouble, win 10 and nothing works.

In Windows press window key+r in the run box type winver what version of Winodows 10 does it say you have? If you don't update and more than 18 months go by then the build will no longer be supported (Assuming you aren't using Enterprise or LTSB builds).
