Chris, go to Settings > Onscreen Display > Onscreen Overlay.

Make sure "Display Overlay" is on and then select "Overlay Preset".

Go to your overlay folder in Retroarch and select the cfg file corresponding to your png. Thats it.

If you dont have a cfg for a png, you can use any from the overlays folder, and edit its content to match your png file name.

Just rename .png & .cfg with same name internally and config like below:

Overlay.cfg:

overlays = 1
overlay0_overlay = Overlay.png
overlay0_full_screen = true
overlay0_descs = 0

Overlay.png + Overlay.cfg = Bezel working on Retroarch
