Because with current displays we cannot replicate a CRT with 100% accuracy. Maybe in a few years time it will be possible with the new displays coming having the resolution, pixel density and brightness. Everyone has their own personal opinion and tastes in how a CRT effect "should" look. Also everyone has a different size and type of display which will have an effect on how a particular shader effect will look. The beauty with HLSL is that is it so customizable we can tweak it to our own personal tastes.
