Retroarch itself just acts as the universal GUI for the cores / emulators and it also handles all the input and sound. In this instance core and emulator are the exact same thing. My guess: Romcenter allows playing games directly and you want to use have it use Retroarch directly from there? Retroarch github has dat files but they are more useful for using the internal Retroarch database, not necessarily for what works.
